The Midwest HIDTA’s seven-state area consists of Iowa, Kansas, Missouri, Nebraska, North Dakota, South Dakota, and the three Illinois counties of Madison, Rock Island, and St. Clair. The region spans over 428,000 square miles, encompasses 73 HIDTA-designated counties, and is considered the largest of the Office of National Drug Control Policy’s 33 HIDTA regions. It is as varied as it is vast, and incorporates major urban cities, separated by suburban sprawl and rural countryside. Within the Midwest HIDTA are more than 4,300 miles of interstate highways and an international border stretching over 300 miles. Its central location and intertwining roadways, make the region ideal for drug trafficking organizations and criminals’ intent on transporting drugs into or through to other destinations.

In 1996, California became the first state to legalize marijuana for medicinal purposes with the passage of Proposition 215, the Compassionate Use Act. Now, in 2022, recreational marijuana use is fully legal within California for individuals 21 years of age and over. This report will outline the current and potential impacts of these policies.

The purpose of this report is to describe the impacts that have arisen from the legalization of marijuana for both medical and recreational use in California. By gathering and examining data, citizens and policymakers can better understand the implications and effects of marijuana’s increased presence in California.

Due to concerns about public health risks and other possible impacts of marijuana, there is an on-going debate in the United States regarding the effects of the increasing prevalence of marijuana in our society.

Some common arguments for the legalization of marijuana use include:

• Marijuana legalization would eliminate arrests for possession and sale, resulting in fewer citizens with criminal records and a reduction in the incarcerated population.

• Legalization frees up law enforcement resources to target more serious and violent crimes.

• Legalization would reduce the disproportionate incarceration of minorities for possession of small quantities of marijuana.

• Legalization would reduce traffic fatalities since users may switch from alcohol to marijuana.

• Legalization would increase tax revenue from sales.

• Legalization would reduce profits for drug cartels trafficking marijuana.

This is the second report on the impact of marijuana legalization in the Midwest. The purpose of this report is to measure the impact of marijuana legalization in both the Midwest and the United States. This report will utilize data and trends from states with operational medical and/or recreational marijuana programs in order to mitigate the future consequences of the marijuana programs of Midwestern states. California, Colorado, Oregon, and Washington will frequently be cited and used for comparison, as their marijuana programs have existed long enough for an adequate amount of data to be collected. The Injury Prevention Center (IPC), at the prestigious University of Michigan, is one of only nine such research centers in the United States that is funded by the Centers for Disease Control (CDC).  The focus of the IPC is on the prevention and reduction of injuries by means of a multidisciplinary approach that includes both research and the dissemination of those findings. To that end, the IPC has just released a report entitled, “Impact of Recreational Cannabis Legalization in Michigan: A Baseline Report”.  Michigan legalized marijuana for medical use in 2008 and by 2018, the state legalized it for recreational use. The report uses a wide variety of accredited data sources to establish a baseline information for topics such as impacts to public health, public safety, treatment and many others. It is well written and draws its findings based upon facts, science, and available data.
